Sounds fine.  The only thing that comes to my mind is this may not only 
show up when calling open.  There is the concept of port ownership in 
commapi with the capability of requesting ports from other owners.

In the case of a PortInUseException potentially comming from trying to 
hijack a port rather than opening the port, an IOException may not be 
intuitive.
