[Rxtx] JCP - Status Report 1.0

Hi All,
I have signed a JSR to work with Sun on
a javax.comm specification.
This is a standard part of the JCP and this process is documented
at:
http://jcp.org/en/home/index
You may want to take a look at the JCP FAQ
(http://jcp.org/en/introduction/faq#2.5) for details on the
differences between the agreement I signed and other JSPA versions.

There are only 14 days between initiation and vote. This means, I think, that
we need a nailed down initiation before we submit it, as there
will be a small window of time before the vote occurs (I am a newbie to the
process, so I could be wrong about this).

The time-line is thick with milestones, and I would think
that a reference implementation is good to have in hand before
getting too deep into the process.

Please correct me if I have this wrong.
Thanks!
  - Doug
