Why not to try the recent rxtx CVS snapshot (v2.2pre2) first? I've recently submitted 3 patches for WinCE. If they aren't still applied, see this posts:

I used both VS2008 and CeGCC arm-mingw32ce (the building script might be not up to date - I compile and link the DLL manually (it's easy)).
