[Rxtx] port in use exception, unknown application (windows)

Hi,

We are currently having a hard time determining the cause of this error:

    *
      gnu.io.PortInUseException: Unknown Application16:18


When running the app, the line which generates the error is:

    *
      commPort = portIdentifier.open(null,5000);

The error does not occur every time.

A google search indicated that this would be fixed in version 2.1-8.

We are currently using 2.1-7; the rxtx download site does not show a 2.1-8.

I'm not sure if we need the latest version from subversion.
