[Rxtx] rxtx moving from JNI to JNA

These JNA / JNI discussions could really go on forever, but there is
one part of this that is certain.

1. There is going to be a partial or nearly full re-write of the rxtx
C lib and JNI
2. There will be lot more discussions on JNA and perhaps sample libs
3. A new version of rxtx will most likely be released with the new
patches and many bug fixes
4. Some will forget about JNA by this point
5. Some (fewer than point 4) will not
6. A JNA version of rxtx will have to be written to a point across

It's the way I see things evolving. The time in terms of development
and testing will be far less to update the current code than it is to
re-write everything from C to Java and layer it with JNA. The testing
phase would probably be huge because it's a conversion from C to Java.

I don't know how the project's course will go, but if it were up to me
I'd fix up what I have now and then try an experimental JNA version
and set that up in the CVS. Then try to get other developers
interested in it. Should it really attract a crowd then there must be
something to it, if not then it'll just collect dust while the
original, true, tried and tested base will remain in the main stream.
